We've been getting reports of wither skeleton's not spawning in nether fortresses after they are first generated. When the fortress is first discovered there will be a group of wither skeletons there, but no further skeletons will spawn at the fortress. As far as we can tell this is not the intended game behavior. There is an ongoing bug report filed with Mojang that could be related to our issues on the server.
