There was no overexaggeration. You're appeal shows that you either lack understanding or responsibility on the cumulative transgressions you have committed over time.
The "Three warning" policy typically applies when someone is either warned, temp banned, or a combination of both over the course of their time on PCN. This policy can be waived depending on the severity of the transgression committed by a user. However, based on your profile, there were two previous warns, and one temp ban placed on you, all on unrelated and separate events, the final ban (this one) being permanent.
Your lack of understanding on the matter, and the failure to completely and honestly accept full responsibility without making any comments such as a ban being "overexaggerated" have led to the staff team getting together to discuss this matter further.
Coming from an FAA Licensed Part 141 Certified Pilot, that 9/11 joke on the 20th anniversary when almost 3,000 people lost their lives was a justifiable reason to place the fourth and final ban on your account and any accounts associated. Even if it took place using /msg or any other sort of other messaging software on the PCN server or PCN Discord, these messages are still seen as intolerable since staff (including myself) can see them and take significant offense from those messages. It would have been significantly different if they were not made on PCN in any way shape or form. In addition, with the previous transgressions having already been committed, and after consulting with the entirety of the staff team, your ban will remain in effect.
